The legislation would rezone land owned by nonprofit colleges and religious institutions, such as churches, mosques, and synagogues, to allow for affordable housing. An affordable housing project in a San Jose church had to go through a rezoning process that took more than two years before it could break ground in 2021. It would only apply to affordable housing projects, and the law would sunset in 2036. Supporters of the bill said it could help add hundreds of thousands of affordable housing units to the state’s housing stock. Republican lawmakers and Democratic Sen. Marie Alvarado-Gil voted against it.

It also might deter other school districts in California from imposing similar requirements. In recent weeks, the Anderson Union High School District in Northern California and the Murrieta Valley and Temecula Valley unified school districts in the Inland Empire have enacted policies similar to the one enacted by Chino Valley Unified. Orange Unified School District board members are also scheduled to consider a transgender notification policy on Thursday. Nearly a month into its school year, the Chino Valley Unified School District must shelve its notification policy and await further court proceedings.

Mr. Bonta filed his lawsuit in San Bernardino Superior Court asking for a temporary injunction against the Chino Valley policy and seeking a permanent order blocking it. He argues that the policy violates the California Constitution because it discriminates against transgender students, denies their right to education and violates their right to privacy. “This is another ploy to stop all the districts around California from adopting a common sense legal policy.

First Citizens Bank, the company that bought the assets of SVB, is run by a family with a wealth of experience buying failed banks. Forbes looked at the billionaire family that's guided First Citizens' purchase of more than 20 small banks since 2008. First Citizens will be among the largest 20 banks in the US with the SVB deal. Its purchases of failed banks include First Regional Bank and Temecula Valley Bank in California and Denver-based United Western Bank. Its assets jumped from $109 billion just before the SVB deal and have increased from $16.7 billion at the end of 2008.
